Developed by evgeny markachev + julia kozlova, the public library proposal implents the use of the philosophical ‘yin and yang’ sign as the form driver of the structure, symbolizing two different origins through interaction and complementarity.

The concept obtains not only the shape of the motif, but also spatially divides the space into two opposite functional nodes that complement each other (education and communication). 
Due to the dynamic form the edifice is visually in constant movement, designating the other zones to be harmoniously distributed in the internal areas of the building. 
This feature reflects the modern intensity and information interchange, dynamics of modern life.

1. The place: There is a residential urea in the south-west, a church and public buildings in the east .
2. New boundaries of the site: The shift of the designed boundaries with a view to preserve the existing green zone and the distance bet ern the residential area and the library_

3. Number of storeys: Construction of the total volume of the 4-storeyed building in accordance with the project height restrictions_ 
4. Two pans: The total volume of the building is divided into two parts by one of the main existing in this territory pedestrian routes.
5. Two functional nodes: The object has the appearance of the symbol and is divided Into two anhpathic by the meaning, but complementing each other functional nodes: -receipt of information -communication spaces 
6. Lowered by one store: Half of the building is lowered by one store y to the level of the dwelling houses along which it is located_ This will provide the sufficient light conditions for the residential constructions and a more harmonious combination of the new building and of the existing one_

This completes the formation of the image solution_ 
9. Green areas The terraces are planted; ascents to them are created along the building volumes. Both directions are intersected in the middle forming a common site. The territory in front of the facility is beautified (an area with a reservoir). 
10. Entrance, exits, walking routes Each of the two functional parts has its own entrance. The main entrance from the square from the side of the main road. The upper storeys have exits to the terraces. A new walking direction is formed through the facility by the terraces that passes diagonally between the streets.

The land is located at the center of Dongdaemun clothing trade area, a mecca for design and fashion industries, and it has a geometric shape with a width of 33 meters at maximum and a 6-meter difference of floor level at the highest. The main focus of its floor planning was on setting up an axis of planning considering the shape of the land and inducing the flows of pedestrian and vehicle traffic that adapt to the axis of the land.

Taking into account frequent shipment of commodities characteristic of companies settling in the center, business convenience was increased and overlap with the flow of pedestrian traffic was prevented by creating a separated unloading area and a parking lot. Support facilities intensively planned near the entrance are expected to secure recognition and enable efficient work performance by boosting the identity of the High Clothing-Technology Center. Moreover, rational use of space was realized through the organic connection of indoor facilities with outdoor facilities .

Dongdaemun High Clothing-Technology Center was pursued with the aim of revitalizing regional economy as general support facilities to lead the growth and development of fashion and design industries, and is focused on enhancing efficiency through the construction of direct shipment support system designed for the specialized objective of a fashion industrial complex.

Mass design was motivated by a skein that is used for clothing and monotony was evaded and openness was secured through the process of disconnection, filling and emptying. The elevation that harmonizes transparent glass with aluminum panels, added with point colors, brought into being vitality and vigor all around the building, and it goes well with Dongdaemun Design Plaza across the road.

The new official building for Korea Railroad and Korea Rail Network Authority, which were re-established in January 2005, marks the first step of new high-speed railway business as well as the new development of Daejeon.New development of the region_The unbalanced urban condition between the eastern and western regions centering Daejeon station will be solved through the new office building and district development plan to be reborn as a new city. Entrusted with a role of a landmark, the site connected with Eastern Square is the starting signal for regional development.

Beginning of a new railway project_To separate Korean National Railroad into Korea Railroad and Korea Rail Network Authority according to function means starting anew by reorganizing the culture of the entire railway business. It also implies the acceleration of high-speed railway business that makes the whole nationinto a one-day life zone and the firm establishment of its position as a subject of new railway business for unified Korea in consideration of future unification of South and North Korea.

Office building open to general public_It attempts to change from a usualclosed business facility that concerns the railroad only into a cultural facility that represents Daejeon. The passive public relation of railway business and facilities were connected to programs such as the great auditorium lobby and the observatory, maximizing the synergy effect and engraving the image of friendlier Korean Rail in the minds of people.

■ Design Concept Trans : Office building that proposes a new railway to the future the tower running in parallel with the railroad and the lower part of the building respectively mean the new urban context of Daejeon and replacement with the velocity of railway continuity. In other words, the high-rise tower connects the east with the west to create a strong visual axis, proposing the new possibility of the city. Also, the lower floors in parallel with the railroad show a varying speed according to its focal point, creating an ever-changing new office building.

Mebius Ring : Endless trace of wheels without limitation_The visual message of a Floating Railway presented from the 4th floor to 6th floor shows the will of transcend the trace of wheel and the limitation of the railway that is confined to the ground. A series of public programs, which is continued from East Square through the entry ramp in the south, PR center, the lobby of grand auditorium, snack bar and finally to the railway observatory, is integrated into Mobius Ring to express the continuous flow of the rail and symbolize the future transportation mode without limit.

Control : For the efficient control of Korean railroad, Korea Railroad and Korea Rail Network_ Authority should be separated while complementing each other. The Floating Railway links two straight and upright towers and at the same time is controlled by them. The two towers, which controls the contemporary and future transportation, support and connect the past(site) present(railway) future(Floating railway), and become a strong landmark of Daejeon.
